Reservation of Rights by NCRD:
- Rights to reject any proposals, waive any process formalities, terminate or modify the contract, and negotiate fees.
Project Scope:
- Construction, delivery, and installation of 8-11 modular housing units across scattered sites in tri-county area.
- Engagement and cooperation with NRDC, HUD, utility companies, and adherence to local building codes- including accessibility standards.
Unit Specifications:
- 2-Bedroom, 1-Bath Units: Approximately 580-720 Sq. Ft., with ENERGY STAR certified appliances, laundry area, and accessibility features, vinyl windows, and energy-efficient lighting.
- 3-Bedroom, 2-Bath Units: Ranging in size from 720-1200 sq. ft., with ENERGY STAR certified appliances, laundry area, and accessibility features, vinyl windows, and energy-efficient lighting.
- 3-Bedroom Modular Home Option with ENERGY STAR certified appliances, laundry area, and accessibility features, vinyl windows, and energy-efficient lighting.
- Foundation: HUD approved frost free foundation slabs on grade, constructed to meet Manufacturer’s guidelines and local building codes.
Proposal Requirements:
Proposals must be detailed and comprehensive, adhering to the following structured criteria:
1. Firm Qualifications (20 points)
- Profile of Firm: Detailed information about the firm, including history, achievements, and core competencies.
- Organizational Structure: A clear depiction of the firm’s organizational structure, including key personnel and their roles.
2. Proposed Services and Viability (15 points)
- Service Description: Complete description of the products/services the firm intends to provide, with an emphasis on adherence to the technical specifications provided in the RFP.
- Financial Viability: Evidence of financial health and stability, including most recent tax filings.
- References (15 points)
- Past Performance: Submission of at least five (2) references from past projects similar in scope and nature to the proposed project, detailing the firm’s performance and the client’s satisfaction.
4. Ordering Timelines (10 points)
- Delivery Schedules: Draft timelines for the production, delivery, and installation of the units, demonstrating the ability to meet 24 month project timeline requirements.
5. Pricing Structure (20 points)
- Unit Pricing: Detailed breakdown of costs for each type of unit (2-bedroom, 3-bedroom, modular homes), including any variations or options available.
- Foundation/Site Work Pricing: General pricing for the necessary foundation and site preparation work, reflecting the specifics of the frost free slab on grade and any other site-specific requirements.
6. MWBE and Section 3 Compliance (20 points)
- MWBE and Section 3 Participation: Detailed strategy of the firm’s commitment to utilizing Minority/Women-owned and Disabled Veteran-owned Business Enterprises subcontractors as well as compliance with Section 3 of the HUD Act (unless the firm is already a certified MWBE)
- Preference Application: Points awarded based on the level of engagement and utilization of MWBE and Section 3 firms.
Evaluation Emphasis:
- Proposals will be evaluated on a “Best Value” basis rather than a “Low Bid” approach, focusing on the quality and comprehensiveness of the proposal, compliance with requirements, and the overall benefit to PRIDE and the community.

- Proposals must be organized according to the line items listed, clearly labeled, and submitted in a format that facilitates easy review and comparison. Each section should be addressed thoroughly, ensuring that all aspects are covered as specified.
