Request for Proposal (RFP) for Engineering Services Essex, Warren, and Washington Counties

Proposal Submission Deadline: May 31st, 2024, extension requests of up to ONE additional week  will be considered.

NRDC, the Essex County Land Bank, and their contractual affiliates, invite proposals from qualified engineering firms and consultants. This request is to secure engineering services for several state and federally funded construction programs, such as HOME, CDBG, RESTORE, NYMS, RESTORE NY, DRI among others. These services will play a critical role in the planning, development, and rehabilitation of scattered housing and commercial sites across as well as infrastructure projects Essex, Warren, and Washington Counties.

  • Contract Details:
    • Approval and Listing: Firms successfully meeting our evaluation criteria will be added to NCRD’s approved engineering services list. Being on this list qualifies firms to receive requests for proposals (RFPs) for specific projects funded under various state and federal programs.
    • Option to Decline: Once on the approved list, firms are not obligated to bid on every project. Each project will be scoped individually, and firms may choose to submit bids based on their current capacity, interest, and alignment with project needs.
    • Initial Term: The initial term of inclusion on the approved list is one year, with the possibility of two additional one-year renewals. These renewals are contingent upon satisfactory performance evaluations and the mutual agreement between NCRD and the firm.
    • Project-Specific Contracts: Once on the approved list, firms may be solicited for project-specific contracts. Each contract will be defined by specific program needs and project requirements. This allows for flexibility and specificity in contracting firms that best fit particular project demands.
    • Engagement and Performance Evaluation: Continuous evaluation will be conducted to ensure that firms meet the high standards expected in project execution. Performance reviews will guide decisions regarding contract renewals and opportunities for engagement in future projects.

Scope of Work:

1. Civil Engineering Services:

  • Staffing Requirement: The consulting firm must have qualified civil engineers on staff to handle all aspects of engineering assessments, design, and planning.
  • Plan Preparation: Develop comprehensive and detailed engineering plans for residential and commercial projects, including necessary infrastructure such as utilities, foundations, and septic systems.
  • Stamped Plans: All engineering plans must be reviewed and stamped by a licensed engineer, ensuring they meet or exceed local, state, and federal regulatory standards.

2. Collaboration and Coordination:

  • Team Integration: Engineers from the consulting firm are required to work closely with NCRD’s in-house staff and the designated construction manager to ensure a cohesive approach to all project phases.
  • Consultation Availability: Engineers should be available for ongoing consultation throughout the project to address any technical questions, provide oversight, and ensure that the project adheres to planned specifications.

3. Regulatory Compliance and Permitting:

  • Documentation: Manage and prepare all necessary documentation for obtaining permits and approvals, ensuring compliance with the relevant legal and regulatory frameworks.
  • Regulatory Liaison: Act as the primary technical liaison between NCRD and regulatory bodies, facilitating communications and ensuring that all project aspects are compliant, on an as needed basis.

4. Sustainable and Code-Compliant Design:

  • Sustainability Practices: Integrate sustainable design principles into all project plans, aiming to enhance environmental performance and long-term viability.
  • Code Compliance: Ensure all designs comply with the latest building codes and standards, focusing on safety, accessibility, and efficiency.

Proposal Requirements:

  • Detailed firm profile including qualifications, licensure, and experience with similar projects.
  • A narrative description of the approach and methodology for project management, including tools and technologies to be used.
  • Proposed pricing structure, including detailed cost estimates for standard and incidental services.
  • Timelines for project execution, including preliminary assessments and reporting schedules.

  • Consideration will also be given to firms demonstrating a commitment to employing local workforce and engaging in community-oriented practices.
