North Country Rural Development Coalition is soliciting proposals for an emergency HOME-funded manufactured home replacement project located in Lake Luzerne, New York.
The existing manufactured home recently sustained significant storm damage when multiple trees fell onto the structure, resulting in active roof openings and water intrusion. Due to the unsafe living conditions, NRDC is utilizing an emergency procurement process to expedite replacement of the home.
The project includes the replacement of the existing manufactured home with a new three-bedroom, two-bath, ENERGY STAR®-certified, fully electric manufactured home to be installed on the existing home footprint. The project also includes construction of a frost-protected permanent foundation with engineered tie-downs, evaluation of the existing private septic system (including replacement if necessary), water testing before and after construction, utility connections, demolition and legal disposal of the existing home, site preparation, grading, restoration, insulated skirting, code-compliant entry steps and landings, radon mitigation rough-in, post-construction radon testing, required inspections, permitting, and project closeout.
Proposals will be accepted as a complete turnkey proposal only. The selected contractor shall be responsible for furnishing, coordinating, and completing all aspects of the manufactured home replacement project in accordance with the detailed Work Scope and Bid Sheet.
This is an emergency procurement with a three-week bidding period.
Proposals are due by 5:00 p.m. Eastern Time on Monday, August 17th , 2026.
