Scope of Work and Bid Document for Emergency Roof Replacement at Newberry Commons

Project Overview:

This document outlines the scope of work for the emergency roof replacement at Newberry Commons, located at 108 Montcalm Street, Ticonderoga, NY 12883. The project requires the complete removal and replacement of the existing roof system, addressing necessary repairs and upgrades to ensure a long-lasting, durable, and energy-efficient roofing solution. The site will eventually be rehabilitated and converted into new commercial space and four apartments. The roof must be robust enough to potentially support solar panels and utilize energy-efficient materials to improve the building envelope, aligning with New York State’s decarbonization goals. It is assumed that of the approximately 26,000 square feet of the roof, at least half will require wood deck replacement.

Scope of Work:

  1. Removal of Existing Roof System:
    • Remove the existing roofing materials down to the wood deck.
    • Remove existing bell tile coping on low parapet walls.
    • Inspect the wood roof deck for damage. The contractor will include up to 13,000 square feet of deck removal and replacement due to anticipated wood deterioration. Any replacement beyond 13,000 square feet will be handled on a time and material basis.
  2. Installation of New Roofing System:
    • Install new pressure-treated wood blocking at the top of low parapet walls.
    • Mechanically fasten a 1/8″ per foot tapered polyiso insulation system to the existing wood roof deck, ensuring a minimum R-value of 30. The minimum thickness at drains will be 5.5″.
    • Fully adhere a 60 mil EPDM membrane to the new insulation using the manufacturer’s bonding adhesive.
    • Remove and replace existing retro-fit roof drains with new retro-fit roof drains.
    • Flash all penetrations, drains, and walls as required by the manufacturer’s specifications.
    • Install new roof edge metal at the perimeter, fabricated from 24-gauge steel with a Kynar paint finish. The metal color will be chosen by the owner from the manufacturer’s standard color chart.
  3. Energy Efficiency and Solar Readiness:
    • Ensure all materials and construction practices comply with New York State Energy Code and HUD guidelines.
    • Utilize energy-efficient materials to enhance the building envelope, contributing to New York State’s decarbonization goals.
    • Ensure the roof structure is strong enough to support potential future solar panel installations.
  4. Clean-Up and Disposal:
    • The contractor is responsible for providing their own dumpsters for the removal of all debris associated with the project.
    • All debris must be hauled away and disposed of by the contractor in compliance with local, state, and federal regulations.
  5. Warranties:
    • Provide a manufacturer’s 20-year system warranty with coverage for wind speeds up to 55 mph.
    • Provide a 5-year contractor’s warranty upon final inspection and completion.
  6. Bond and Bid Requirements:
    • A bid bond in the amount of 10% of the total bid price must be submitted with the proposal. The bid bond ensures that the bidder, if awarded the contract, will enter into the agreement and provide the required performance and payment bonds.
    • The successful bidder will be required to provide a performance bond and a payment bond, each in the amount of 100% of the contract price. The performance bond guarantees the completion of the project according to the contract terms, and the payment bond ensures that all subcontractors, laborers, and material suppliers will be paid.
  7. Site Conditions and Considerations:
    • All quotes must consider the current conditions of the roof. The building at 108 Montcalm Street is a commercial property with a flat roof, located in an area with significant snowfall.
    • There is no asbestos present in the current roof system.
  8. Compliance and MWBE Section 3:
    • Contractors must seek to comply with MWBE Section 3 requirements, ensuring opportunities for local businesses and labor.
  9. Project Timeline:
    • The award date for this project is September 15, 2024, with a September 30th start date. 
    • The bid deadline has been extended to September 3, 2024.

Justification for Bid Extension: 108 Montcalm St

Subject: Bid Extension and Structural Engineering Subcontractor Requirement

Location: 108 Montcalm St, South Side Roof Structure

Extension Period: August 19, 2024, to September 3, 2024

Due to the discovery of deteriorated roof structural supports, specifically the roof joists and beams located on the south side of the building from the east corner to the rear double door entrance (approximately 45 feet), it has become necessary to extend the project bid submission deadline by two weeks, from August 19 to September 3, 2024.

This extension is essential to accommodate the inclusion of qualified construction contractors who will be responsible for the replacement or repair of the roof carrier beams (wood) extending from the steel I-beam, which spans 16 feet, to the exterior wall plate.

Furthermore, it is required that the contractors subcontract with a licensed structural engineer. This subcontractor will be responsible for conducting both pre- and post-construction inspections of the affected area to ensure the integrity and safety of the repairs. These inspections must be included as a separate bid line item, reflecting the cost associated with these critical evaluations.

This bid extension is crucial to ensure that the necessary structural repairs are performed to the highest standards, safeguarding the building’s long-term stability and safety.
