NEW YORK STATE DOWNTOWN REVITALIZATION INITIATIVE (DRI)
DESIGN-BUILD REQUEST FOR PROPOSALS

The Town of Ticonderoga, with the North Country Rural Development Coalition (NRDC) serving as the Town’s contracted DRI grant administrator and subrecipient, is soliciting sealed proposals from qualified design-build firms and teams for the following Downtown Revitalization Initiative projects:

C1002998 — Streetscape and Connectivity Improvements: Beautify the Montcalm Streetscape & Link Adirondack Drive to the La Chute Riverfront

C1003000 — Enhance the La Chute Riverfront to Promote Natural Features

All project-specific questions and requests for solicitation documents must be directed to the designated procurement email above. Prospective respondents should not seek project-specific procurement information from individual Town Board members, Town staff, NRDC staff, consultants, or other project participants outside the designated procurement contact.

Written questions are due Monday, October 5, 2026 at 4:00 PM. Only written addenda or formal written clarifications issued to registered RFP holders are binding.

Sealed proposals are due Monday, October 19, 2026 at 2:00 PM and must be delivered to:

Four complete hard copies and one electronic copy on USB must be submitted in a sealed package. Emailed proposals will not be accepted as the official submission.

There will be no scheduled pre-proposal meeting or site visit. Timely proposals will be publicly opened at the submission deadline.

The New York State Department of State has established a 30% MWBE participation goal consisting of 15% MBE and 15% WBE participation for these procurements. Each respondent MUST submit and commit to a compliant MWBE Utilization Plan. No waiver will be accepted for these procurements.
