The Vacant Rental Program (VRP) supports the repair and rehabilitation of vacant rental units and other vacant spaces to increase the supply of safe, quality, and affordable long-term rental housing. The program assists owners of small-scale rental properties in bringing vacant units back into productive use.

VRP is a grant program funded by the State of New York and administered by the Housing Trust Fund Corporation’s (HTFC) Office of Community Renewal (OCR). Our VRP service area includes Essex, Warren, Washington, Clinton, and Hamilton Counties, with Clinton and Hamilton Counties newly added to the program’s service area.
